Payments on account - self assessment

When did payments on account first come in for self assessments?  I've been given a rather interesting job unraveling how some outstanding tax has been incurred over the last 4 or 5 years, and first glance this morning suggests this may be part of the problem.

Also, this gentleman has submitted paper returns so I can't view them online, would HMRC forward me copies if I need them (I may not)

January 1997 John. Prior to that, the 1st and 2nd instalments were for a finalised tax figure under Previous Year Basis of Assessment.

It might be more relevant that the trigger for POA was raised from £500 to £1000 in 2010.

Thanks Tim, I can rule that one out then.  I only had a quick look yesterday, will go through it more thoroughly next week.
